StateUp 21, which aims to help public servants understand available technologies, and entrepreneurs and investors to understand the government market, reveals how investor perspectives are shifting. Venture capitalists (VCs), which have historically seen GovTech companies as long-view ‘patient capital’ investments – investment accepting of long and inexact timeframes – now view them with increasing interest.

“Core to this boom in GovTech development and investment is the recognition of a new digital focus by governments, who have been forced towards digital adoption through the pandemic, and are beginning to focus on recovery efforts.” UK Government recently announced 3 new senior Digital, Data, and Technology appointments, while the Biden-Harris administration has committed millions of dollars to the digital government agenda.
2020 has shifted the landscape dramatically, with investors showing a burgeoning interest in technologies to support both public sector efficiency and accountability, and a green recovery.

According to StateUp’s findings, the buoyancy of investments in the sector at the heart of the Coronavirus pandemic collectively points towards a specific vision of a post-pandemic world that includes further investment into:
1) A green recovery
2) A culture of continued home-working, including among public servants
3) A need for cybersecure exchanges of data
4) Health and social care provision that is resilient to future pandemics
5) A need for inclusivity
As an example of the growth of interest in GovTech startups, recycling company AMP Robotics (US) Robotics raised a USD $55m round this month with the pandemic contributing to the size of their round, with the largest order ever places due to the covid-induced labour shortage.
GovTech is a young sector, with GovTech companies often lost in the more general category of technology companies. StateUp responded to this challenge by creating Nebula, a unique, carefully curated and quality controlled proprietary database of more than 450 GovTech companies, enabling sector-level analysis. From this database, StateUp carefully curated a list of 21 of the most promising start-ups within the sector, which are profiled in detail.
The 21 members of the inaugural StateUp 21, includes companies from all over the world. The members include 7 UK-based businesses such as accuRx, which enabled telemedicine in over 75% of UK GP practices during the pandemic, and data privacy company Privitar. Mobility business Trafi from Lithuania, as well as healthcare startup healthy.io from Israel and Indian supply chain management company Logistimo are all inaugural members. 8 companies are also listed as ‘Ones to Watch’, with several Latin America-based companies making the selection.
