Quantum XChange and Carahsoft Partner to Bring Quantum-Safe Cryptographic Management to the Public Sector
Crypto-Agile and FIPS-Validated Post-Quantum Migration Platform Now Available to Government Agencies
Quantum XChange®, a leader in quantum-safe network security, and Carahsoft Technology Corp., The Trusted Government IT Solutions Provider®, announced a partnership. Under the agreement, Carahsoft will serve as Quantum XChange’s Master Government Aggregator®, making the company’s innovative Phio TX® cryptographic management platform available to the Public Sector through Carahsoft’s reseller partners and The Interlocal Purchasing System (TIPS), OMNIA Partners and The Quilt contract.

“Government agencies need to move quickly on post-quantum migration, as the mandates are here and ‘Harvest Now, Decrypt Later’ is already an active threat,” said Eddy Zervigon, CEO of Quantum XChange. “But post-quantum cryptography is not a math problem, it’s an architecture problem. This partnership with Carahsoft puts a deployable, FIPS-validated answer in front of the agencies that need it most.”
Quantum XChange helps Government agencies protect sensitive data in motion against cryptographic risk and the emerging quantum threat. Its Phio TX platform is a FIPS 140-3 and FIPS 203 validated cryptographic management solution that supports multiple key sources, including post-quantum cryptography, quantum key distribution and classical encryption, under unified policy control. Agencies can hot-swap cryptographic methods as standards evolve, without downtime or application rewrites.
Phio TX overlays existing network infrastructure and can be operational in days without adding latency, while its out-of-band architecture separates key delivery from data transmission to protect against “Harvest Now, Decrypt Later” attacks. The result is an audit-ready path to post-quantum migration, helping agencies address the requirements outlined in Executive Order 14412 and OMB Memorandum M-26-15 across the networks they already operate.
